Allow overwriting of maps of the provinces of Iran

Allow overwriting of File:Flag_Map_of_The_World_(2021).png

The map already present is inconsistent, because it shows unrecognised territories within Ukraine (e.g. the Donetsk and Luhansk People's Republics) but it does not show unrecognised territories within other countries (e.g. Northern Cyprus within Cyprus, or South Ossetia within Georgia, or Abkhazia within Georgia). - File:EU Regional Policy.svg, File:European regional policy 2014.svg, File:European regional policy 2021.svg (makes sense to improve them together)
- File:EU and NATO.svg
- File:Istanbul Convention 2011 participation map.svg

Russia and Belarus are now suspended from the Euro-Atlantic Partnership Council due to the Russian invasion of Ukraine. I have updated the map and put Russia and Belarus in light blue (and also made the file human readable according to the CSS instead of just coloring it via inkscape).
